English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest survey of municipal councils, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that six out of ten of local authorities are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and open spaces to shore up their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of authorities seeking to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the majority (60%) of local leaders said they would prioritise service redesigns and utilising savings to manage growing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in southeast England said its asset disposal plan featured the disposal of a retail complex in a local town and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Broader Fiscal Pressures

This research of local authorities in the coalition, which includes several urban centers, also found that over seven in ten of authorities will have to increase council taxes next April to cover the growing cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and financial savings,” stated a council leader.

He continued: “We face population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of regional authorities recently also found council budgets being stretched by the growing number of children and older individuals needing Send support.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Ministers have delayed planned reforms to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Gaps

According to the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the need for a equitable and lasting funding system that accounts for and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Without this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study revealed.
